1-2. No. A person can only apply for a visa based on his/her residence. In other word, unless the Mainland resident is currently residing in Hong Kong legally, the resident must return to the Mainland for the application.

不可以；在香港的國內居民最近是去廣州的新西蘭總領事館辦理，地址：廣州天河區天河路385號 太古匯 1座 3006室 (廣州地鐵3號線 石牌橋站 D出口)。
